Maine woman pleads guilty to embezzling federal housing funds

A Glenburn woman pleaded guilty Wednesday in U.S. District Court in Portland to embezzlement from an organization receiving federal funds and conspiracy to alter money orders.

Kelly Ballinger, 57, was a property manager for a Portland apartment complex with units financed by the U.S. Department of Housing and Urban Development, according to court documents cited by the U.S. Department of Justice in a news release.

From approximately December 2017 to June 2021, Ballinger stole rent payments from tenants through the HUD Housing Choice Voucher program. She would ask tenants to pay their rent with a blank money order, then she would write her name or the name of her colleague Kathleen Conway, 70, on the “Payee” line, along with a notation like “Groceries” pointing to the note line indicated that the payments were reimbursements, the DOJ said.
