Dashcam video shows events leading up to fatal shooting of Georgia man by police officer

Dashcam footage released by the Associated Press on Monday shows the events that led to a Georgia state trooper fatally shooting a motorist in 2020. According to the AP, the chase began with a vehicle over a broken taillight.

White police officer Jacob Thompson shot and killed 60-year-old black man Julian Lewis after forcing his car off a dirt road in Screven County, Georgia. In the video, Lewis can be seen refusing to stop for the officer for several minutes.

“There was just a point where the officer didn't want to pursue my father anymore,” Brook Bacon, Lewis' son, said in an interview with ABC News after seeing the footage. “Almost in the blink of an eye, he had gotten out of his vehicle and fired a shot. So there was no time at all for any dialogue between them.”

According to an ABC News review of the video, the officer used a precision immobilization technique (PIT) to force a fleeing vehicle to abruptly slow or stop on the evening of August 7, 2020. The officer can be heard shouting orders and within seconds of exiting his vehicle, a single gunshot can be heard outside of the camera's view.

The video does not contain any images of the actual shooting because it occurred outside of camera range.

“The U.S. Attorney's Office has closed this investigation after a thorough investigation of the facts and circumstances of the incident without filing charges in federal court,” said a statement from the Attorney General's Office in the Southern District of Georgia, which was obtained by ABC News.

According to AP, a grand jury declined to indict Thompson in 2021. The U.S. Attorney's Office reached an agreement with Thompson to bar him from working in law enforcement again, but no federal charges were filed.

“This case was thoroughly investigated and went through the proper legal process,” Georgia State Police said in a statement obtained by ABC News. The statement said all reports “must be obtained through the Open Records Unit.”

The Georgia Bureau of Investigations, the district attorney and the Georgia State Patrol did not immediately respond to ABC News' request for records of the incident.

In the dashcam video reviewed by ABC News, the officer can be heard claiming that Lewis almost hit him and that he had to shoot him. However, it's hard to say how close Lewis actually got to the officer in the footage because both men were no longer in the camera's view after the PIT maneuver and Lewis' car went off the road.

“We thought this video was very powerful and the world should see it,” Louise Story, a co-author of the book “Fifteen Cents on the Dollar: How Americans Made the Black-White Wealth Gap,” who shared the video with ABC News after receiving it from the state of Georgia while working on her book, said in an interview. “It's less than a few seconds after the police officer jumps out of the car until the gun is fired.”

The state paid the Lewis family about $5 million, according to Bacon, Lewis' son. According to AP, alcohol, methamphetamine and cocaine were found in Lewis' blood after the shooting.

“It appeared to me that the perpetrator was attempting to use his vehicle to injure me,” Thompson said in an audio recording during a GBI investigation, according to the Associated Press. Thompson said he fired “out of fear for my life and safety.”

Thompson shot Lewis while looking out the driver's side window, not from the front, according to GBI records obtained by The Associated Press. The car battery in Lewis' vehicle disconnected during the crash, leaving the car inoperable and without power, according to an investigative file obtained by The Associated Press.

“The GBI … had accumulated evidence for the [state grand] Jury. This is factual evidence that just seems to be ignored,” Bacon told ABC News. “This was not a mistake. Action was taken and you have to be honest with yourself about your behavior and if that leads to guilt, then so be it.”

Grand jury sessions are often held outside of the public eye, so it is unclear why one panel declined to indict.
