Prosecutors target meth dealers in West Texas

Federal and local law enforcement agencies are targeting meth dealers in the oil-rich Midland-Odessa region of West Texas.

EL PASO, Texas (Border Report) – Separate grand juries this week indicted four men and three women on charges of conspiring to distribute methamphetamine in the oil-rich Midland region of Texas.

The arrests that led to the charges involved shootings in the street, a chase that ended in an accident, and hiding drugs within walking distance of a park and an elementary school.


Detectives with the Midland Police Department's Narcotics Unit had been tracking methamphetamine sales in the city for several months. They identified two possible dealers who kept drugs and firearms at a home near Travis Elementary and Dunagan Park.

According to court documents, on June 2, Midland police heard gunshots along South Terrell Street and intercepted a Cadillac driven by one of the suspected dealers. Officers found that three of the occupants, including driver Juan Chavez Carrillo, had warrants for their arrest. Chavez's girlfriend, Elizabeth Leyva, was allegedly found in possession of nearly half an ounce of meth hidden in her bra.

Authorities executed a search warrant for the suspected drug stash. An affidavit in the criminal complaint states that investigators found several ounces of meth and cocaine, a 9mm Glock pistol and a 12-gauge shotgun.

A grand jury on Wednesday indicted Chavez and Leyva on charges of conspiracy to distribute a controlled substance.

On June 12, drug enforcement moved in on another suspected dealer. An affidavit states that investigators discovered that Cole Moody purchased a significant amount of methamphetamine in New Mexico and stored it in a Midland hotel along with a firearm and a body armor vest.

A police SWAT team attempted to arrest Moody as he was leaving the hotel, but the suspect allegedly got into a pickup truck and sped away. According to court documents, the pursuit ended with Moody crashing his vehicle and then attempting to flee before officers caught up with him and arrested him.

Investigators reportedly found 2 pounds of meth, a small amount of fentanyl, a firearm and a body armor vest in the pickup truck. Investigators searched the hotel room occupied by Moody and found two women and a man carrying meth and/or cocaine in their clothing or belongings.

A grand jury on Wednesday indicted Moody, Kassandra Madrid, Jerry Wayne Sisco and Cheyanne Montijo on charges of conspiracy to possess controlled substances with intent to distribute.

On June 3, an FBI agent from the El Paso Field Office and Ector County Sheriff's Office investigators learned from an informant about a drug deal involving methamphetamine allegedly offered for sale by Victor Antonio Coca in Odessa, Texas.

The informant presented investigators with clear plastic bags containing approximately 113 grams of meth that he allegedly purchased from Coca and said he saw the suspect carrying an additional 1.5 kilos of meth.

Investigators later arrested Coca and searched a hotel room, where they allegedly found a woman attempting to flush methamphetamine down the toilet. Officers seized more than half a kilo of meth.

Coca reportedly told authorities he brought two kilos of meth from Houston to sell in Odessa. A grand jury indicted him this week on charges of possession of a controlled substance with the intent to resell.
