Third suspect charged with intentional car crash and vehicle theft in Connecticut

A third Massachusetts resident has been charged in connection with an alleged 2023 plot to intentionally attack and steal a car on Route 5 in South Windsor last April, police said.

South Windsor police said 19-year-old Emanuel Rosa of Springfield, Massachusetts, was arrested by Enfield police and taken into South Windsor custody after 7:30 p.m. Wednesday on a warrant.

Rosa is charged with conspiracy to commit theft of a motor vehicle. South Windsor police said Rosa is being held on $10,000 bail and will appear before a judge in Manchester Superior Court at 9 a.m. Friday.

According to South Windsor Police, Rosa was allegedly involved in a plot in April 2023 to intentionally attack and steal another driver's vehicle when the unsuspecting driver got out to inspect the damage.

According to police, Rosa, along with 24-year-old Yanassis Ruiz of Greenfield, Massachusetts, and 20-year-old Adrian Perez of Agawam, Massachusetts, planned to rear-end a motorist in the area of ​​Chapel Road and Route 5.

When the other driver got out of the vehicle to inspect the damage, police said Perez jumped into the driver's seat and sped off.

The stolen vehicle was recovered about a month later in West Hartford after being sold on Facebook Marketplace. Police said they were able to “work backwards” and link Perez to the theft.

Perez was arrested in May and charged with auto theft. He is free on $25,000 bail while his case is pending in Manchester Superior Court.

Ruiz was extradited from Massachusetts and charged Tuesday with conspiracy to commit theft of a motor vehicle and second-degree failure to appear, according to South Windsor police. Ruiz was being held on $25,000 bail and was scheduled to appear in court Wednesday.
